Public comment was made regarding the Continuum of Care Grant Application.
III. Request Appproval of Continuum of Care FFY12 Grant Application
Background: The Funding Agency: U. S. Department of Housing and Urban Development (HUD). HUD offers continuing renewal grant funding each year to provide services and housing for the homeless through the Continuum of Care grant application. This funding has increased each year in Carroll County growing from $192,464 in 2001 to $414,046 in the current application. This stable funding source has allowed Carroll County to expand permanent housing for homeless, disabled households from 9 households in 2002 to 25 households if the bonus project is funded in the current application. The Continuum of Care continues to assist Safe Haven and Supportive Services projects. Last year, the bonus project provided supportive housing to a family with a disabled head of household or disabled spouse who had become homeless. The bonus project would create an additional disabled adult family household. The deadline for the grant application is January 18, 2013.

IV. Presentation ~ Transportation Development Plan
A Power Point presentation is attached describing the proposed Transportation Development Plan. The Commissioner's amended the Transportation Plan to make it a Two (2) Year Plan instead of the proposed Five (5) Year Plan.
1. approve the Transportation Development Plan with amendments ~ Year One and Year Two (move Year one and Year Two into Year One and move Years Three, Four, and Five into Year Two)
V. Request Approval of Maryland Access Point Expansion Grant through June 30, 2013
Background: Maryland Access Point also known as the Aging and Resource Center, is a single point of entry for all long term care programs servicing older adults and adults with disabilities 18+ years of age. Services will be provided to individuals in person and resource information will be accessible via the aging website. This program will prioritize community services rather than the expensive cost of institutional care. Carroll County has been asked to submit an expansion proposal with the caveat that the funds have to be used by June 30, 2013. No County match is required. The MAP Coordinator will continue to focus on the development and expansion of the MAP site. An additional staff member will work part-time in the Information & Assistance Unit to provide support to current staff members. This will enable the Unit to effectively assist more older adults and adults with disabilities. A staff member will continue to add, verify and update Carroll County provider information listed in the Maryland Access Point website. Grant monies will be utilized to market services provided by the Bureau of Aging and Disabilities (BOAD). Grant monies will also be used to provide training to BOAD staff, staff of partner agencies and members of the public.

VI. Follow-Up Discussion concerning Long Term Treatment Facility Kitchen Renovations
Background: When the facility was designed in 2007, it was determined that the kitchen did have to be a full service commercial kitchen. It was thought that it would be more cost effective to contract out for meals rather than preparing them. The annual cost for meals is approximately $177,000.00 based upon 39 clients @ $11.25 per day 365 days, and $209,690.00 based upon 44 clients which is capacity. If the kitchen were refurbished to make it a working kitchen with the clients as the preparers and one part time staff person, the cost per day would be $7.95 per day. The outlay for the renovations would be approximately $91,000.00. The one time capital costs could be recouped in 3.11 years.

1. move forward with the proposed renovation of the Long Term Treatment Facility Kitchen (to include a part-time kitchen employee)
2. approve the transfer of $147,000.00 from the Reserve for Contigencies Fund to the Department of Citizen Services

Steve Powell, Chief of Staff, will have the Department of Management and Budget put together the transfer and present to the Board of Commissioners at it's next public meeting.

VII. Board of License Commissioners Fee Legislation
The Board of License Commissioners came back to the Board of Commissioners with revised legislation (first met with the Board of Commissioners on December 20, 2012).
1. support the Board of License Commissioner's request for the Fee Increase Legislation to the Carroll County Delegation
VIII. Proposed Legislation Requested of the State Delegation Concerning Agricultural Land Preservation
Background: In the Maryland Agricultural Land Preservation Fund (MALPF) Program, which Carroll County uses in conjunction with the Critical Farms Program, landowners whose land is preserved ultimately with a MALPF Deed of Easement are allowed to request an owner's lot and/or a child's lot. When the request is made, the landowner must return the part of the easement payment for the amount of land that is being removed from the easement, which is usually two acres. The amount of money can be several thousand dollars. There have been a number of instances in which the lot that was removed from the easement could not be utilized, for various reasons. However, if a landowner requests that this payback money be reimbursed to them, MALPF refuses on the grounds that the Fund is not authorized to make reimbursements. County Agricultural Land Preservation staff working with the County Attorney's office has drafted proposed legislation that will provide MALPF with the authority to issue reimbursements to property owners in these instances.

1. approve the pursuit of legislation in the General Assembly that will authorize the MALPF Program to reimburse land owners for monies paid for child or owner's lot releases when farm family members are unable to use the lot
