III. Bid Approval ~ Congregate Meals
EXECUTIVE SUMMARY: The Carroll County Bureau of Purchasing requested proposals from qualified contractors to provide the materials, equipment, services and manpower to provide meals for the older adults Nutrition Program. The purpose of this program is to provide one (1) or more hot and cold meals daily, each of which assures program participants a minimum of 1/3 of the Recommended Dietary Allowances ('RDA'), as established by the Food and Nutrition Board of the National Research Council. These meals are served in a group setting at five (5) Senior Centers throughout Carroll County. The Bureau of Purchasing in cooperation with the Bureau of Aging & Disabilities received two (2) proposals for Congregate Meals. An evaluation committee of five (5) members was formed to conduct technical and financial review of the proposals submitted. The Committee evaluated all proposals based on criteria detailed in the proposal. The task of each committee member was to independently review and rate the technical and financial portions of the proposal. Once this was completed, the committee members come to consensus and recommend the best value proposal for the work required. The most advantageous proposal to the county was submitted by Business Food Solutions, Inc. This expenditure is within the project budget and no additional funds will be needed.

IV. Bid Approval ~ Home Delivered Meals
EXECUTIVE SUMMARY: The Carroll County Bureau of Purchasing requested proposals for a contractor to provide home delivered meals for older adults as part of the Carroll County Senior Nutrition Program. This Nutrition Service is funded under Public Law 109-365, the Older Americans Act (OOA) of 1965 as amended October 16, 2006. The purpose of this program is to provide one hot and cold meal daily, which assures program participants a minimum of 2/3 of the current Recommended Dietary Allowances (RDA), as established by the Food and Nutrition Board of the National Academy of Sciences/National Research Council. The Bureau of Purchasing in cooperation with the Bureau of Aging & Disabilities received one (1) proposal for the Home Delivered Meals. An evaluation committee of five (5) members was formed to conduct technical and financial review of the proposal submitted. The Committee evaluated the one (1) proposal based on criteria detailed in the proposal. The task of each committee member was to independently review and rate the technical and financial portions of the proposal. Once this was completed, the committee members come to consensus and concluded that Meals on Wheels met the recommended criteria. It is recommended by the evaluation committee and the Bureau of Aging & Disabilities that this contract be awarded to Meals On Wheels of Central Maryland, Inc. This expenditure is within the project budget and no additional funds will be needed.

V. Request Acceptance of Award for the FY13 Physical Security Grant for the Circuit Court
Issue: The Circuit Court of Carroll County has been offered the opportunity to apply for a Courthouse Security Grant from the Administrative Office of the Courts. The Circuit Court has been awarded $24,857 to install a public address system in the Courthouse Annex. Some additional money will be required for cabling to prepare for installation.

Grant Dates: November 26, 2013 - June 30, 2013
Budget: Courthouse Security Grant - $25,000; County in-kind match - approximately $4,000
There is no required cash match. Match dollars listed in budget will be provided by the Cabling Project in the ITS budget.

VI. Loan Request from Lineboro Volunteer Fire Company and Execution of Resolution declaring the County's Intent to Reimburse Expenditures with Debt Proceeds
Background: I have received a request from Lineboro Volunteer Fire Company to borrow money from the County through the low-interest loan program. They have requested to borrow $100,000 to be used for the purchase of a new ambulance. (total cost ~ $213,852.) The term of the loan will be for Five (5) years. Lineboro Volunteer Fire Company is currently on existing building and equipment loans totaling $1,956,705. The Board's approval will allow the fire company to proceed with the purchase of a new ambulance.

Following loan approval, the Board needs to execute the resolution declaring the County's intent to reimburse expenditures with debt proceeds. This resolution is to enable the fire company and the County to expend funds with the intention to reimburse with future bond proceeds in an amount up to $100,000, subject to the requirements of tax-exempt debt issuance.

VII. Legal - Closed (January 24, 2013)
Upon motion of Commissioner Rothschild, second by Commissioner Frazier, the Board (Commissioners Howard, Roush, Shoemaker, Frazier, and Rothschild) voted unanimously to meet in closed session in accordance with the Annotated Code of Maryland, State Government Article 10-508, Section (a)(7), on Thursday, January 24, 2013 at 11:30 AM with Tim Burke, County Attorney; Steven Powell, Chief of Staff; Fred Kelly Grants, Esq., and Jay Verhulst to discuss legal options regarding Coordination law in Maryland regarding environment and planning mandates. No action was taken.
