III. Request Approval to submit Juvenile Accountability Block Grant for Adventure Diversion Program
Background: The Carroll County Local Management Board (CCLMB) is requesting approval to submit the Juvenile Accountability Block Grant (JABG) for the Adventure Diversion Program (ADP). The JABG is a federal U.S. Department of Justice Program that is passed through to the Governor's Office of Crime Control and Prevention. The grant cycle is one year, beginning July 1, 2013 and ending June 30, 2014; however, Carroll County has operated the program since 2007 and the amount requested is $50,000.00.
CCLMB has been the grant applicant for ADP since the beginning in 2007. ADP is a partnership with Carroll County Youth Service Bureau, the Department of Juvenile Services, Carroll County Local Management Board and the Boy Scouts of America. ADP is a mandatory supervised program that provides 12 to 20 hours per week of experiential learning, conflict resolution and pro-social skill development, blended with outdoor activities. Program serves juveniles accountable for violating probation and becoming at-risk for detention. The purpose of ADP is two-fold; to hold youth accountable for violating the law; and, to improve skills and experiences that will change behaviors and prevent them from violating the law in the future. The Adventure Diversion Program has been classified by the Office of Juvenile Justice and Delinquency Prevention (OJJDP) as a Best Practice Model for Deinstitutionalization of Status Offenders.

Budget:
Grant Award: $ 50,000
Additional Funds: $ 30,000 Department of Juvenile Services (DJS)
Program Total: $ 80,000

V. Land Use, Planning & Development Staffing Discussion Continuation
Mr. Phil Hager, Director, Department of Land Use, Planning and Development met with the Board to follow-up on a previous discussion regarding the hiring of three new positions

The Department of Land Use, Planning and Development met with the Board to follow-up on a previous discussion regarding the need for additional staff positions in the Department. The positions are needed to keep up with Federal and State mandates, and County Commissioner directed initiatives. The positions are Watershed Grant Analyst/Full-Time; Water Resource Specialist/Full-Time; and Comprehensive Planner/Part-Time Contractual. The Department has consolidated positions over the last few years and is working with fewer staff since 2008 (from 55 to 48 employees). The Board discussed whether they should hold off and consider the full-time position requests during the FY14 Budget process. Mr. Hager commented that it will take 2 to 5 months to fill the part-time position (posting, interviewing and hiring). Mr. Hager stated that he would like to be able to have these positions filled by July 1, 2013. He feels these positions are needed now. The next four to five months are critical, if we wait six (6) months deadlines will be missed. Mr. Hager stated that he would like to be able to have these positions filled and staff on board by July 1, 2013.

VII. Maryland Association of Counties (MACo) Legislative Briefing
Commissioner Rothschild gave an update on the MACo Legislative Meeting on March 27, 2013

1) A Bill regarding Maintenance of Effort Costs going up ~ this Bill is now dead;
2) The way Money Markets are reported ~ Push at the National Level;
3) National level officials trying to place a Cap on the tax free status of Municipal Bonds ~ making it
harder for counties to sell bonds (interest rates)
VIII. Contract Negotiations - Closed
Upon motion of Commissioner Roush, second by Commissioner Rothschild, the Board (Commissioners Howard, Roush, Frazier and Rothschild) voted unanimously to meet in closed session in accordance with the Annotated Code of Maryland, State Government Article 10-508, Section (a)(7) on Thursday, March 28, 2013 at 11:45 AM with Steve Powell, Chief of Staff; Tim Burke, County Attorney; and Tom Rio, Director, Department of Public Works and Facilities to discuss the Waste-to Energy contract provisions and legal advice on terms of contract. No action was taken.
